Retroactive Change of Annual Leave to Sick Leave

A decision was requested as to whether an employee's absence which could have been charged to sick leave but was charged to annual leave at the employee's request may be changed to sick leave with the annual leave included in a lump-sum payment upon retirement. After the annual leave was granted, the employee could not subsequently have the leave changed to sick leave and recredited as annual leave.
