Rejection of Late Telegraphic Bid Modification

A company protested the rejection of its telegraphic bid modification as late. Lateness of delivery was due to traffic at the telegraph office resulting from the arrival of Vietnamese refugees. Since lateness was not due to Government mishandling, the modification may not be considered.
