A Federal employee requested reconsideration of a settlement denying his claim for reimbursement of moving expenses incident to the transfer of his official duty station. Since the employee applied for the transfer for personal reasons and agreed to the transfer at his personal expense, he was not entitled to reimbursement of his moving expenses. An agency is responsible for paying such expenses only when it recruits, requests, or orders an employee to transfer to a different location.
