Subsequent to a decision issued in 1971 which determined that a claim for modification of a proposed unexecuted lease for the rental of a building was meritorious, the claimant requested a decision finding the General Services Administration in breach of the proposed unexecuted lease and subject to eviction. It also claimed interest on moneys previously owed, but now paid, under the proposed lease. GAO had no authority to render a decision in the nature of a declaratory judgment concerning the termination of the lease and the right of the claimant to evict the lessee thereunder. That issue was for resolution by a court with appropriate jurisdiction. The claim for interest under the proposed unexecuted lease was not authorized since interest can only be paid when stipulated for in a contract or when specifically directed by statute, neither of which applied in this case.
