Protest Alleging Restriction of Competition

The protester objected to the allegedly improper restrictive requirements of a solicitation for reporting and transcription services which stated that the stenomask method of reporting would not be permitted unless no other alternative method was possible. The Court's determination of its need to restrict competition was supported by evidence of the difficulty experienced by the Court in the past with the stenomask method.
