Recording Obligations Under an Environmental Protection Agency Cost-Plus Contract

An agency requested a decision with regard to the recording of budget obligations under a cost-plus-a-fixed-fee contract for personnel, services, equipment, and facilities. The contract, which in effect called for a level of effort performance by the contractor, was sufficiently definitive to permit the total estimated contract amount to be recorded as an obligation at the time of the award. However, since the contract was funded on a single fiscal year basis, the ultimate obligation amount was still limited to the work actually ordered within the fiscal year.
