Claim for Basic Allowance for Quarters at the With Dependent Rate

An Army member requested reconsideration of a settlement which denied his claim for basic allowance for quarters at the with dependent rate on behalf of his mother. The member executed a class Q allotment as required in order to receive the requested allowance, but his dependent mother failed to submit information concerning her dependency as required by the Secretary of the Army. There was no basis for GAO to authorize payment of the allowance since determinations by the Secretary of nonentitlement based on failure of proof of support are final and conclusive and are not subject to review by GAO.
