The protester objected to the agency's rejection of its bid. The telegraphic bid which was transmitted to the procuring agency before bid opening but which was not transcribed due to a Government Telex machine malfunction could not properly be classified as a lost bid since the protester was able to establish the time of bid transmission and receipt, as well as the contents of the bid. The untranscribed telegraphic bid should not have been rejected as a late bid.
