A former employee requested review of a settlement which disallowed his claim for a retroactive promotion with backpay, alleging that his position had been improperly classified. Since the statutory authority to establish appropriate classification standards and to allocate positions subject to the General Schedule rested with the agency concerned and with the Civil Service Commission (CSC), GAO had no authority to settle the claim on any basis other than the agency or CSC classification.
