Reconsideration of Rejection of Bid and Award to Competitor

A firmr requested reconsideration of a prior decision which denied its protest against the rejection of its bid and the contract award to another offerer. The prior decision concluded that the protester's low bid was properly found to be nonresponsive was affirmed, and the allegation that there was a contradiction in the specifications was untimely and not for consideration since the issue was not raised prior to bid opening.
