Protest Alleging Improper Bid Preparation

A protester against a contract award contended that the awardee did not prove that the officer who signed the bid had authority to do so and failed to initial changes in the price column. Proof that the signer of a bid has authority to bind the bidder may be provided after bid opening, and failure to initial the changes was not proven and, in any event, may be waived as a minor informality.
