A company protested award of a contract, questioning the propriety of accepting a low bid that was received approximately 3 hours after bid opening. Since the bid was sent by certified mail more than 5 days prior to the date specified for receipt of proposals, it may be considered as timely received. However, a protest against cancellation of a prior solicitation was untimely since the protest was received more than 5 days after the basis for protest was known.
