Protest Regarding Prime Contractor's Compliance With Contract Requirements

An association alleged that the prime contractor had not and would not properly comply with its contractual obligation to facilitate subcontract participation of minority business enterprises. The protest was not for consideration by GAO since the issue was a matter for resolution by the contracting agency in the absence of an allegation of fraud or bad faith on the part of the agency regarding the prime contractor's compliance with the contract.
