The agency recommended that an indefinite quantity contract be rescinded because the awardee's bid, which was 26 percent less than the next low bid, should have placed the contracting officer on constructive notice of a possible error. Because the contracting officer knew or should have known of the possible error but did not verify the price, the contract may be rescinded.
