The purchase of a television set for installation on an Environmental Protection Agency ship was questioned. Appropriated funds may be used for such a purchase if a responsible official considers it necessary in view of the long periods of confinement without recreational facilities and in view of the fact that the ship's configuration does not allow for personal portable television sets.
