Two companies protested the agency's decision to cancel a solicitation and to resolicit, contending that the solicitation was not ambiguous and that an evaluation consistent with the terms of the solicitation was possible. There was no ambiguity in the solicitation which adversely affected competition or was prejudicial. In addition, evaluation factors were properly listed in relative importance, and all offers were evaluated on a common basis. There was no necessity for canceling the solicitation, and negotiations should be opened.
