A contractor requested relief from its contracts either in the form of cancellation of the contracts at no cost or of reformation of the contracts to increase the unit prices. There was no authority for GAO to consider the request for no-cost cancellation of the contracts on an equitable basis. Since the contracts in question were fixed-price contracts, there were no escalation clauses which would have permitted price increases due to unanticipated increases in costs. The request for relief for mistakes in bids alleged after award was denied since the contracting officer was not on actual or constructive notice of the possibility of an error in the bid, and the award price was 7.5 percent higher than theprice of a recent contract for the same item awarded to the same firm.
