A firm objected to the proposed award of a contract to the low bidder, alleging that the low bid should have been rejected for failure to acknowledge receipt of an amendment. The bidder's failure to acknowledge a solicitation amendment which contained a number of changes, some of which would have decreased the cost of performance substantially and the remainder, of which, would have increased the cost of performance by a trivial amount, was properly waived since other bidders were not prejudiced by the waiver, and performance under the specifications without the amendment was equally acceptable to the government.
