The protester objected to the rejection of its proposal as technically unacceptable and to the agency's refusal to accept additional information after the evaluation of proposals. The agency did not violate the requirement to conduct discussions with all offerers in the competitive range because the protester's proposal was excluded from the competitive range for substantial information deficiencies. Although there was only one proposal in the competitive range, the agency's determination to exclude the protester's proposal from the competitive range was not questioned since there was not a close question of acceptability; there was not an opportunity for significant cost savings; the proposal deficiency was not attributable to deficiencies in the solicitation; and the deficiencies in the offer could not reasonably be corrected by limited discussion. The technical evaluation was properly predicated on the proposal as submitted, and there was no basis for the protester to assume that information not submitted with or incorporated by reference into the proposal would be considered.
