A company protested award of a contract, arguing that the low bid was not responsive because several pages of the solicitation were not contained in the bid, that the bid was materially unbalanced, and that the method of evaluation stated in the solicitation was defective. The bid incorporated by reference the omitted material and, as a result, was not nonresponsive. Bid evaluation was not defective even though it did not include certain option items because there was little possibility that those options would be exercised. The option items were included only to prevent the possibility of unbalanced bidding.
