An employee appealed the disallowance of his claim for overtime compensation for time spent changing into and out of uniform before and after work and for lunch periods during which he worked. Disallowance of the claim for overtime incident to changing uniforms was affirmed since changing into uniform at the job site was wholly voluntary and the only official authorized to order or approve performance of such overtime did not order or approve it. The denial of the claim for overtime compensation for having worked during lunch periods was affirmed since the employee ate his lunches during his normal 8-hour shift for which he was already compensated.
