An advance decision was requested regarding an employee's claim for payment for 475 hours of leave without pay which resulted when the employee was placed on involuntary leave because of a medical opinion that he might have tuberculosis. The employee was not entitled to reimbursement for the loss of pay for the period he was in a leave without pay status merely because it was later determined that the employee did not have tuberculosis since the agency's action was not unjustified or unwarranted.
