An employee appealed the disallowance of his claim for per diem during separation travel. The employee had suffered a heart attack and was authorized surface transportation during which time he incurred delays as a result of administrative oversight. The employee was entitled to per diem during the periods of delay since the delays were not for the traveler's personal convenience.
