An employee, who received a lump-sum leave payment upon separation and was reemployed prior to expiration of the period covered by leave, requested restoration of annual leave which he alleged was forfeited through administrative error. The agency withheld recredit of the leave until installment payments covering the excess lump-sum payment was completed, and the employee forfeited 89 hours of leave when his leave record was reconstructed as of the date of reemployment. The agency's determination not to restore the leave was affirmed since the leave was primarily forfeited through the employee's delay in refunding the excess payment, and there was no additional evidence to show administrative error.
