A company protested cancellation of a solicitation, contending that the low bidders engaged in collusive bidding. Cancellation of the solicitation was proper since it was reasonably based on a determination that specifications no longer reflected the agency's needs. The fact that two affiliated firms may have jointly prepared and submitted bids did not constitutue collusive bidding since there was no evidence of an attempt to eliminate competition. The authority in 41 U.S.C. 252(c) for negotiating bid prices under certain conditions was not applicable because of the decision to reprocure. This legislation did not authorize the use of negotiation to ensure the availability of two sources.
