Authority To Review Actions of Secretary of Housing and Urban Development

An original offerer on a Department of Housing and Urban Development (HUD) urban development plan protested the restucturing of the awardee and questioned whether the awardee could add another company as a general partner for the project. GAO has no authority to review the actions of the Secretary of HUD, but it appears that the addition of a third party as a successor in interest was not improper.
