The agency's denial of a within-grade periodic pay increase to a civilian employee subject to a reduction in force action, was reviewed. The employee, who completed the waiting period for his within-grade increase on May 19, 1973, and who was subjected to a reduction in force action effective May 22, 1973, was not entitled to have the pay increase considered in the determination of his saved pay in the grade to which he was demoted when the beginning of the next pay period was May 27, 1973. The fact that an agency change in pay periods in October 1972 had the effect of changing the beginning date of the subject pay period from May 20 to May 27, 1973, did not alter this eligibility since the change was in accordance with applicable law and regulations, and the U.S. Code provided that advancement to the next higher rate within grade was effective at the beginning of the next pay period following the completion of the statutory waiting period.
