The protester objected to allegedly restrictive specifications in a request for proposals. The specifications in the request for proposals were not questioned by GAO since it could not be concluded that the contracting agency had no reasonable basis for the requirement restricting proposals to those offering automatic programed tools (APT) processing in view of the interim nature of the procurement, the agency's policy of inhouse numerical control and back-up capability where possible, and the agency's existing APT language proficiency, source programs, and post-processors.
