Protests Against Rejection of All Bids as Unreasonably High

The protesters objected to the rejection of all bids and the cancellation of a solicitation. The rejection of all bids in three geographical areas on the basis that the bids were unreasonably high and the resolicitation of the requirement did not result from an abuse of discretion. The rejected bids exceeded the previous year's contract prices and the bids for other service areas for the current year, and lower prices were obtained upon resolicitation. GAO held that the negotiated award based on the initial proposals without discussions was proper.
