Retroactive Payment of Environmental Differential

The propriety of paying retroactive environmental differential pay to certain prevailing rate employees was questioned. Although the agency did not determine that duties performed by the employees involved a hazard requiring the differential pay until some time after the effective date of the differential, payment may be made from the effective date of the differential since assignments before and after the determination of entitlement were similar, and reasonable estimates of the amounts due may be made on the basis of records of actual entitlement which are available.
