A firm protested the award of a contract alleging that the awardee was not responsible. GAO no longer reviews protests involving a contracting officer's affirmative determination of the responsibility of a prospective contractor. This determination is largely a matter of contract administration. If the contracting officer finds the proposed contractor to be responsible, GAO will not disturb that finding unless fraud is alleged on the part of the procuring officials. Since no fraud was alleged or demonstrated in this case, GAO declined further consideration of the matter.
