A company was awarded items being sold as surplus property in the amount $14,771.52, but denied the remainder of the items because its annual bid bond was insufficient to cover all of the referenced items. The company requested that it be awarded the remaining items on which it was the high bidder, claiming that it would serve in the best interest of the Government, and that it had been awarded a previous surplus sale contract for a much larger amount in which the same bid bond was accepted. It was held that regardless of the previous contract, the agency properly limited the award to those items on which the company submitted the highest bid and which its bid bond was adequate to support. The protest was denied.
