SBA's Procurement of Incidental ADP Services

GAO transmitted a summary of observations noted in the course of an audit that certain incidental services were purchased under the INFONET contract which should have been procured by other means. The Small Business Administration did not obtain General Services Administration (GSA) approval for the purchase of incidental services because of a conflict between GSA user instructions and the contract regarding the need for GSA approval.
