    Recommendation for Executive Action

    Recommendation: The Assistant Chief of Staff for Force Development should establish an independent reconciliation procedure designed to ensure that: (a) all appropriate Army units and activities are included in the computations of equipment requirements; and (b) requirements are not computed for units that have been or will be deactivated. Processing and approval of equipment authorization changes should be accelerated so that realistic requirements are recorded as quickly as possible. The Army should continue with its plan to revise the asset information system through the reporting of major items of equipment by serial numbers. This effort should be applied to a limited number of high-cost items with later expansion to other items as experience is gained. The current asset-reporting procedure should be revised to ensure that all reportable assets in the possession and custody of Army units, organizations, and depots are considered when asset reports are being prepared for requirements computations.
