Compensatory Time for Observance of Religious Holidays

A determination was requested as to whether or not the Federal Employees Flexible and Compressed Work Schedules Act of 1978, Title IV, covers the Government Printing Office (GPO) or the General Accounting Office (GAO) concerning compensatory time for observance of religious holidays. The response to this request stated that GPO is a legislative agency and, therefore, is not covered by the new legislation. GAO, on the other hand, is covered by this new legislation, since GAO is an independent establishment under the definition of an executive agency. The Act applies only to the following agencies: executive agencies, military departments, agencies in the judicial branch, the Library of Congress, the Botanic Garden, the Office of the Architect of the Capitol, and the Government of the District of Columbia.
