This letter concerns the payment of the legal expenses of former Central Intelligence Director Richard Helms by the United States Government. There is the question that the Government has paid attorneys to represent Mr. Helms in criminal proceedings against him. The Government Accountability Office accordingly concluded that, under the circumstances as described by the Department of Justice, the expenditure of Federal funds for the purpose of paying Mr. Helms' legal expenses was proper.
