GAO was requested to reopen a protest of the award of a subcontract. However, the file was closed because the protester failed to respond to the GAO request for a statement of the protester's continued interest in the protest. While GAO refused to reopen the protest, it did review the protester's allegations as the protester requested. After reviewing the allegations and the record of the agency's explanations, it concluded that there was no evidence negating the agency position on the matter. GAO could not conclude that the solicitation specifications exceeded the government's actual requirements or otherwise unreasonably restricted competition.
