A legal opinion was given concerning whether contracts for the disposition and transmission of power and energy from the Falcon and Amistad hydroelectric projects violate the preference provision of the Falcon-Amistad Dam Act. GAO studied the views of all the parties with interests in the contracts, as well as the relevant statutory provisions and other applicable documents. GAO does not believe the contracts violate either the preference clause or any other applicable statutory provision. GAO agreed with the suggestion of one of the parties' attorney that a conference be held among all of the interested parties in an effort to resolve the controversy in the matter.
