The Department of Labor erroneously referred a complaint to GAO concerning a state-administered contract and a contractor's allegation of discrimination. Under its jurisdictional authority, GAO will review complaints involving alleged discrimination if a federal contract is involved. Since this was not the case, GAO declined to take action on the matter.
