NEH Authority to Fund Private Endowments

The National Endowment for the Humanities (NEH) requested a decision concerning the legality of offering a merit award to a state humanities council on a matching basis. GAO held that NEH could not use federal or non-federal matching funds to establish a private endowment, since NEH legislation prohibited it from doing so. Accordingly, the request was denied.
