Comments on Use of RRB Appropriations to Pay Monthly Cafeteria Service Franchise Fee

The Railroad Retirement Board (RRB) requested a decision on whether it could pay from its appropriations a monthly franchise fee to obtain cafeteria services. GAO held that: (1) it was not objectionable for RRB to incur the contemplated expense and use its appropriated funds for that purpose, since RRB determined that the cafeteria service was essential to the efficiency of its operations and a significant factor in assisting RRB in hiring and retaining employees and promoting employee morale, and that cafeteria prices would be comparable to those at other government cafeterias in the area; and (2) RRB should bring the matter to the attention of the appropriate congressional committees, since it appears that RRB must continue over an extended period to help finance the cafeteria's operation.
