Questions were raised concerning whether: (1) GAO could legally make a payment of a monetary award given by the Joint Financial Management Improvement Program (JFMIP), of which it was a member; and (2) there would be any restrictions on the recipient of the award. GAO noted that: (1) GAO could make such award payments under the authority of the Government Employees Incentive Awards Act and be reimbursed by the other JFMIP member agencies for their share of the awards; and (2) under the Act, only federal employees would be eligible for such awards and, therefore, JFMIP could not give monetary awards to state and local government officials.
