GAO commented on whether the United States district courts could use the admission fees collected from lawyers seeking admission to the bar for maintenance of law libraries. GAO made a similar decision concerning fees and the United States courts of appeals. While GAO believes that all such fees were required to be deposited into the Treasury of the United States, arguments presented in support of a contrary view were not without merit and the matter is not entirely free from doubt. Since the practice has been brought to the attention of Congress, GAO would have no further question on such a practice until Congress takes action on the matter.
