GAO reviewed a Navy negotiated contract to determine whether adequate price competition existed. GAO held that the Navy reasonably determined that adequate price competition existed, since: (1) the purchase requirements were satisfied by having a combination of bidders; (2) one proposal did not have a determinative advantage over the other proposals; and (3) the Navy conducted a reasonable price analysis.
