Comments on FRB Employee Thrift Plan

Pursuant to a congressional request, GAO provided its opinion on whether any federal agency was authorized to contribute appropriated funds towards an employee thrift plan fund. GAO held that in the absence of specific legislative authority, agencies financed with appropriated funds would not be legally authorized to make contributions to such a fund.
