GAO commented on the Federal Bureau of Prisons' (BOP) request for an advance decision on the propriety of using appropriated funds to award Federal Executive Board employees. GAO held that BOP may not use appropriated funds to contribute a pro-rata share of costs incurred by the Board for awards made by the Board. Instead, BOP may use its appropriations to pay costs of awards to its own employees for their services to the Board.
