GAO commented on the availability of funds granted to states under the Labor-Federal Security Appropriation Acts of 1947 and 1948 for the payment of telegraphic communications designed to influence legislation. GAO noted that statutory law prohibited the use of appropriated funds to pay for telegrams that were designed to influence members of Congress.
