The Commerce Department is not authorized to retain registration fees collected at the overseas trade shows it sponsors. Such fees are not "contributions" within the meaning of section 105(f) of the Mutual Educational and Cultural Exchange Act of 1961, because they are contractual and not voluntary in nature.
