Pay: GS-5, $15.94/ph; GS-7, $19.75/ph (per 2009 Washington, D.C. pay schedule)
This position is being filled under the Student Career Experience Program (SCEP). This program requires that the student’s major must be related to the work of the position. All applicants must also meet the following minimum eligibility requirements.

- must be enrolled (or accepted for enrollment) on at least a half-time basis in a college or university pursuing a master’s degree
- must be in good academic standing

Position Information:
The Government Accountability Office (GAO), Knowledge Services (KS) Office, is seeking a graduate student with coursework in web publishing/posting and publishing standards/tools with excellent analytical skills to work on a variety of projects providing technical assistance to the KS publishing group, which directly supports GAO’s publishing efforts. The student will assist with technical assessments and analyses, including reviews of planning, policy, and publishing standards; tools and services; systems; publishing services; web posting services; document management; vendor contractor oversight; file maintenance issues; customer relations and support activities; as well as other duties as necessary. Below is a more descriptive list of duties the student will be expected to perform.
- Work with the KS Publishing Technical Support and e-Dissemination Manager, and the Publications and Dissemination (P&D) Director, to support the design and delivery of effective publishing improvement strategies and best practices. Assist with implementing improvements and upgrades to meet the requirements of the current publishing workflow, systems hardware, and applications used to produce GAO’s products.
- Assist P&D managers with publishing technical program improvement initiatives and serve in a support capacity for joint efforts between KS and GAO’s IT support office.
- Assist with the evaluation and analysis of proposed solutions to improve GAO’s publishing products.
- Assist higher-level technical specialists when collaborating on KS publishing hardware/software issues with technical and non-technical clients, coworkers, and GAO IT partners.
- Assist higher-level technical specialists with conducting technical demonstrations and presentations; become familiar with contracts, negotiation of contracts, and contract monitoring.
- Assist with oversight of publishing software tool development, which may include tools developed for formatting products with Microsoft and Adobe products to ultimately create formats in XML, XHTML, HTML, and other formats.
- Become familiar with and utilizes resources including enterprise-wide software, key databases, servers, and other infrastructure used in the publishing process. Research and recommend software and hardware that maintains and improves tools used by the publishing staff.
- Assist in the planning and delivery of publishing technical support services to the publishing unit and its customers.
Skills needed:
- experience with Microsoft Office products including Word, Excel, and PowerPoint
- skill in oral and written communication
- ability to analyze facts and conditions and to draw supportable conclusions from them
- familiarity with HTML, XML, XHTML, web tools, web posting, or other publishing technologies desired
- knowledge of relevant operating systems and applications desired
- knowledge and understanding of concepts, principles, and practices of information systems management, systems requirements, and customer service capabilities desired
Qualification Requirements:
For the GS-5 level, the student must have completed a 4-year course of study leading to a bachelor’s degree.
For the GS-7 level, the student must have completed one full year of graduate-level study. One year of graduate study is usually 18 semester hours but is determined by the school of study.
